You need to make sure the user is setup as a requestor and/or buyer:
1. Confirm the user is in User ID Cross-Reference (and if not, add them)
2. Check the Requestor box and/or Buyer box in PO Roles:
Requestor and/or Buyer not showing up in requisition screen or purchase order screen
